The BSA issues charters to community organizations, to enable them to use the Scouting program under their own leadership as a service to their children, youth, and families. Re-chartering is the process of renewing the charter agreement between the BSA and the organization and renewing the registration of youth and adult members. Every unit must recharter annually.
Rechartering on time is critical. Rechartering on time is required for units in order to qualify for the Journey to Excellence Award. It is mandatory for units to continue registration without interruption to ensure Scouts are registered and to allow for them to receive rank advancement as well as other awards, as well as for insurance coverage.

Steps for Processing Unit Recharter
To ensure a timely process of your Charter Renewal, be sure your CURRENT key leadership (including the COR & IH) have established their My.Scouting accounts and are ready to make approvals of new members and the charter renewal application, and that all adult leaders are current with their training including position-specific training and Youth Protection Training effective through the entirety of 2024. These are essential steps and must be done as soon as possible to avoid delay of the recharter process.
A unit’s rechartering application CANNOT be approved by the National Service Center until ALL the following steps are completed:
- Check that all youth and adults currently registered with the unit appear on your unit roster in my.scouting.org.
- Complete and approve the on-line Unit Recharter process. This can be found by logging into Internet Advancement 2.0 and clicking on Recharter.
- Pay the 2024 BSA Registration fees and Council Fees at the Council Office.
- Applications for any new adults must be uploaded into the charter renewal with their Youth Protection Training Certificate and Criminal Background Check Authorization. This includes any adults who are moving from a Tiger Parent or Lion Partner into a leadership position, and anyone who turned 18 and is moving from a youth position to a UP, VP, or EP (Unit Participant-must have been granted an Eagle Extension, Venturing Participant or Exploring Participant). You will need to enter any adult who is on the charter as an AP or LP and moving into a leadership position or a youth moving into a new leader position or into a UP/VP or EP as NEW Adult and upload all required documents.
- Applications for any new youth must be uploaded into the charter renewal.
- Confirm that all required information has been completed on the adult and youth application before uploading the documents.
- The Key 3 leaders will receive an email for a final digital approval signature. This must be completed in order to finalize the Charter Renewal.
- Youth Protection Training (YPT) certification for each registering/rechartering adult must be current for the year intended of service, and not expire during that calendar year.
- Hazardous Weather training must be current for the intended service term and not expire during the calendar year, for any direct contact leaders. This requirement is optional for Committee chair/members and Charter Organization Representatives (COR).

- Print the documents from the recharter process and take them with the payment to the Alamo Area Service Center, open Monday through Thursday 9:00am to 5:00pm. For the convenience of our members, after-hour submissions of recharter documents and payment can be deposited into the drop box at the front desk.
- Give completed recharter paperwork and payment to your Unit Commissioner, District Commissioner, or District Service Executive.
- Email the completed PDF to the Alamo Area Council registrar at Melissa.Moore@Scouting.org. Payment processing options:
